在融入人工智能和自然资源管理体系的新时代要求下,测绘地理信息行业正面临着转型跨越发展的机遇和挑战。测绘地理信息法制体系建设是测绘事业改革和发展的基石,是对测绘地理信息行业在社会发展中功能变迁的法律响应,是实现依法测绘与管理的结果和目标。随着测绘领域发展的经济基础、政治基础、社会基础、功能基础的进一步变革和完善,现有测绘地理信息法律法规体系存在着若干缺陷,无法与本行业法治形成良性循环和动态平衡,法律滞后性更加凸显,科学构建一个门类齐全、协调均衡、结构严密、内在统一的测绘地理信息法律法规体系迫在眉睫。

In a new era of integration with artificial intelligence and natural resource management systems,the surveying and mapping geographic information industry is facing the opportunities and challenges of transformation and leapfrog development,the construction of legal system of surveying and mapping geographic information is the cornerstone of its surveying and mapping reform and development,it is a legal response to the function changes of surveying and mapping geographic information industry in social development,it is the result and goal of realizing surveying and mapping and management according to law.With the further reform and improvement of the economic,political,social and functional bases for the development of the surveying and mapping field,there are some defects in the existing laws and regulations system of surveying and mapping geographic information,it can not form a virtuous circle and dynamic balance with the rule of law in the industry,the legal lag is more prominent.It is urgent to scientifically construct a surveying and mapping geographic information law and regulation system with complete categories,balanced coordination,tight structure and internal unity.
