浙江省数字乡村建设框架与基本路径--基于多案例的质性推演

Framework and Approach of Digital Village Construction of Zhejiang--Based on Multi-case Qualitative Comparative Analysis

浙江省数字乡村战略的建设路径、现行数字乡村发展的利益联动机制尚未形成一个统一有效的参数化分析标准,阻碍了浙江省数字乡村共同发展的战略布局与优化效率。基于信息化系统分析,结合多案例研究方法和三角互证验证方法,以浙江省内数字乡村先行区域余姚市中村村、东阳市花园村、杭州市临安区、湖州市德清县、金华市桥头村、桐庐县环溪村为例,梳理案例县域乡村的数字化转型机理,探析并构建浙江省数字乡村建设的数字化转型理论框架与基本路径,并得到以下研究结论:在一定程度上,典型数字乡村的典型做法可以看作是浙江省内数字乡村建设参数化示范样本;在多案例数据库和质性资料分析原则的梳理下,数字乡村建设需要从数字化乡村农业、精准化乡村治理、数据化乡村生活和智慧化乡村产业四大方面入手。最后,在多维度转型机制分析框架下,提出了浙江省数字乡村建设路径,并对其未来前景进行了展望。

The construction path of digital village strategy and the current interest linkage mechanism of digital village development in Zhejiang province have not yet formed a unified and effective parametric analysis standard,which hinders the strategic layout and optimization efficiency of the common development of digital village in Zhejiang province.Based on the information system analysis,using multi-case study method and triangular mutual verification method,taking the digital village in Zhejiang province such as Zhongcun village of Yuyao city,Huayuan village of Dongyang city,Linan area of Hangzhou city,Deqing county of Huzhou city,Qiaotou village of Jinhua city and Huanxi village of Tonglu county as cases,the mechanism of digital transformation was sorted out,the theoretical framework and basic construction path of digital village in Zhejiang province was analyzed and constructed.The results showed that:to a certain extent,the typical practice of typical digital villages can be regarded as a parametric demonstration sample of digital rural construction in Zhejiang province;under the principle of multi-case database and qualitative data analysis,digital rural construction needs to start from digital rural agriculture,precision rural governance,data rural life and intelligent rural industry.Finally,under the framework of multi-dimensional transformation mechanism analysis,the path of digital village construction in Zhejiang province was put forward,and its future prospects were forecasted.
