江西省农机专业合作社发展现状及对策--基于吉安县调研数据

Development Status and Countermeasures of Agricultural Machinery Cooperatives in Jiangxi Province--Based on the Survey Data of Ji’an County

农机专业合作社能够把分散经营的农机大户、农机户和农户组织起来,解决土地“谁来种”的问题,在农机新机具、新技术推广过程中发挥了巨大作用。为更好地掌握江西省农机专业合作社发展情况,对江西省吉安县11个农机专业合作社进行实地调研,通过问卷调查方式对合作社成员数量、生产资料情况、管理制度、服务规模、农业机械发挥的作用等进行分析,指出了江西省农机专业合作社现存在的五大问题,即组织制度不完善、服务能力较弱、生产资料不足、投入与需求不匹配、政府监管不到位等。最后,提出了加强农机合作社规范化、法制化建设,完善农机合作社内部融资制度,加强技术交流与人才培训,拓展经营领域、延长产业链条,优化利益分配机制等对策建议。

Agricultural machinery professional cooperatives can organize decentralized management of agricultural machinery,agricultural machinery and farmers,and effectively solve the problem of"who farms the land",and play a huge role in the popularization process of new agricultural machinery and new technology.To better grasp the development situation of agricultural machinery professional cooperatives in Jiangxi province,a field survey was conducted on 11 agricultural machinery professional cooperatives in Ji’an county of Jiangxi province,the number of members,production situation,management system,service scale,function of agricultural machinery of the cooperatives were analyzed through the way of questionnaires,and five problems existing in the agricultural machinery professional cooperatives in Jiangxi were pointed out,that is,organization system is not perfect,the service ability is weak,productive resources is insufficient,investment and demand do not match,government regulation is not in place.Finally,countermeasures and suggestions were put forward from strengthening the construction of agricultural machinery cooperatives standardization and legalization,perfecting agricultural cooperatives internal financing system,strengthening technical exchanges and personnel training,expanding business areas,extending the industry chain,optimizing the allocation of interests mechanism and so on.
