中国农垦是国有农业经济的骨干力量,当前农垦的国家战略地位日益彰显、垦区生产力水平存在较大差异,水平土地资源分布相对集中,农业区域化格局初步构建,但也存在全产业链布局的格局尚未形成、大基地的潜力未充分挖掘、大企业的影响力未充分显现、大产业未形成整体竞争力等问题,要形成农业领域的航母,亟待优化生产力布局。展望未来,农垦生产力布局优化应按照区域化布局、集群化发展的思路,突出垦区主体功能、规模优势、配套优势,实施强创新战略,转换发展动能;实施强优势战略,优化资源配置;实施大整合战略,凝聚发展合力;实施促融合战略,提升竞争能力;实施高端化战略,推进高质量发展,构建6个优势特色农产品片区为重点的区域布局和19个优势产业集群为重点的产业布局。

China State Farms are the backbone force of state-owned agricultural economy.It is characterized by the increasingly prominent national strategic position and the great difference in the productivity level of the reclamation areas.In addition,the distribution of horizontal land resources of China State Farms has been relatively concentrated,and the agricultural regionalization pattern has been preliminarily established.However,the development also comes with a series of problems,such as the layout of the whole industrial chain has not been formed,the potential of large bases has not been fully tapped,the influence of large enterprises has not been fully revealed,and the overall competitiveness of large industries has not been formed.It is time to optimize the productivity layout of China State Farms to form an agricultural aircraft carrier,and the idea of regional layout and cluster development is a feasible choice to highlight the main function,scale advantages and supporting advantages.Furthermore,several strategies are possible,including strengthening innovation strategies to shift growth drivers;strengthening the dominant strategy to optimize resource allocation;strengthening great integration strategy to gather development force;strengthening integration promotion strategy to enhance competitiveness;strengthening high-end s trategy to promote high-quality development.Finally,the regional layout focusing on six areas of advantaged agricultural products and the industrial layout focusing on nineteen advantaged industrial clusters should be constructed.
