乡村振兴战略背景下社会组织参与乡村治理的路径优化

党的十九大报告提出实施乡村振兴战略,乡村振兴的基础是治理有效,而乡村振兴战略下乡村有效治理的实现离不开社会组织作用的发挥。社会组织在乡村治理中可以起到满足公共服务需求、推动乡村基层民主、维护乡村社会秩序的重要作用。但当前社会组织参与乡村治理仍然存在资源要素较缺乏、法律规范不明晰、社会认同度不高、政社关系不对等及缺乏有效党建引领的问题。针对这些问题,应当丰富社会组织相关资源要素、完善社会组织相关的法律与规范建设、提升社会组织社会认同度、加强沟通赋予社会组织权力和完善基层党建的有效引领,推动社会组织更好地参与乡村治理,实现乡村善治。

The report of the 19th CPC National Congress proposed the implementation of the rural revitalization strategy. The basis of rural revitalization is effective governance, and the realization of effective rural governance under the rural revitalization strategy is inseparable from the role of social organizations. In rural governance, social organizations plays an important role in meeting the needs of public services, promoting rural grass-roots democracy and maintaining rural social order. At present, however,there are still problems existing in the participation of social organizations in rural governance, such as lack of resource elements,unclear legal norms, low social identity, unequal political and social relations, and lack of effective Party building guidance. In view of these problems, we should enrich the relevant resource elements of social organizations, improve the construction of laws and norms related to social organizations, enhance the social identity of social organizations, strengthen communication to empower social organizations, and improve the effective guidance of grass-roots Party construction. We will promote social organizations to better participate in rural governance and achieve effective governance in rural areas.
