全过程人民民主:理论意涵、价值意蕴及当代实践

People’s Democracy in the Whole Process:Theoretical Implications,Value Implications and Contemporary Practice

在中国特色社会主义新时代孕育而生的全过程人民民主思想有其内在生成的发展逻辑。从“全过程”的实践形态和“人民民主”的价值形态的统一层面来把握全过程人民民主的理论意涵,是厘清这一思想生成逻辑的前提。中国共产党推进国家治理层面上的民主现代化的顶层设计和中国人民通过民主政治参与和基层社会治理展现主体性的现实诉求所形成的双重合力推动了这一思想的生成发展,在参与式民主和回应性民主、程序性民主和实质性民主的统一之中蕴含着这一思想的现实价值。当前,全过程人民民主正朝着制度化、规范化和程序化的方向扎实推进,“目标—制度—实践”三位一体的逻辑闭环构成了这一思想的当代实践。

The people’s democratic thought in the whole process bred in the new era of socialism with Chinese characteristics has its inherent development logic.To grasp the theoretical meaning of people’s democracy in the whole process from the unity of the practical form of“the whole process”and the value form of“people’s democracy”is the premise to clarify the logic of the generation of this thought.The dual forces formed by the top-level design of the CPC to promote democratic modernization at the level of national governance and the realistic demands of the Chinese people to show their subjectivity through democratic political participation and grass-roots social governance have promoted the generation and development of this idea,which contains the practical value of this idea in the unity of participatory democracy and responsive democracy,procedural democracy and substantive democracy.At present,people’s democracy in the whole process is steadily advancing towards institutionalization,standardization and proceduralization.The logical closed-loop of the trinity of“goal-system-practice”constitutes the contemporary practice of this idea.
