The urbanization with county town as an important carrier has multiple strategic significance for China’s urbanization development. In the process of the urbanization with the county town as an important carrier, the strategic positioning of the county education development should respond to it, effectively reduce the cost of school-age population mobility and the pressure on education resources in big cities, orderly reduce intergenerational separation urbanization and increase opportunities for parent-child interaction, and effectively play the radiation effect of the county education and develop urban-rural education consortia. On the issue of development strategy, it is needed for all kinds of education at county level to carry out strategic planning around their leading tasks in the policy context of the urbanization with county town as an important carrier. The issues are as follows: to focus on convenience and quality, optimize the layout of compulsory education schools, and develop a community of urban and rural schools;to highlight the universality and childcare, orderly build kindergartens, and expand the supply of preschool education resources;to focus on high quality and diversification, improve the attractiveness of county high schools, and promote the distinctive development of high schools;to improve the integration and localization, upgrade the collectivization of vocational education, and improve the matching degree of specialty and employment.
