中国水产种业对外依存度分析及应对策略研究

Analysis and countermeasures on the external dependence of China’s aquatic seed industry

水产种业是引领水产养殖绿色发展、确保水产品有效供给的关键物质基础和核心产业,研究如何提高水产种业竞争力、尽快解决重点品种“卡脖子”问题对于推进渔业高质量发展具有重要的现实意义。在加快形成以国内大循环为主体、国内国际双循环相互促进的新发展格局背景下,文章从中国水产养殖业绿色高质量发展趋势的实际出发,通过分析近年来水产苗种进口的变化特征,梳理出对外依存度较高的水产品种类,在此基础上,对这些存在“卡脖子”风险品种的国内有效供给能力及其种业发展问题进行分析研究,并提出重点水产品品种“破卡”的应对策略。

Aquatic seed industry is the key material base and core industry to lead the green development of aquaculture and ensure the effective supply of aquatic products.It is of great practical significance to study how to improve the competitiveness of the aquaculture seed industry and solve the key problem of key varieties to promote the high-quality development of fisheries.Accelerating the formation of a new development pattern with domestic circulation as the main body,at the same time,with domestic and international double circulation promoting each other,this article starts from the reality of the green and high-quality development trend of China’s aquaculture industry,analyzes the characteristics of changes in the import of aquatic seedlings in recent years,and sorts out the types of aquatic products with high dependence on foreign countries.On this basis,it analyzes and studies the domestic effective supply capacity of these key risk varieties and their seed industry development problems,and puts forward the coping strategies for breakthroughs in key aquatic product varieties.
