海洋生物医药业对海洋经济发展的贡献度研究

Study on the contribution of marine biomedical industry to the development of marine economy

2016年,中国为应对国内和国外的发展与需求,启动“蓝色药库”发展计划。随着海洋生态文明建设和海洋强国战略的实施,我国海洋经济发展势头良好,产业结构进一步优化,海洋生物医药业迎来新的发展契机。文章选取2001-2020年海洋生物医药业产业增加值和海洋生产总值,构建了直接贡献率、间接贡献率和边际贡献率模型,测算了海洋生物医药业对海洋经济发展的贡献度,结果表明,选定研究期内,海洋生物医药业占海洋生产总值的比重呈上升趋势,间接贡献率多保持在0-0.1%,边际贡献率为5.02%。研究发现,海洋生物医药业目前发展规模小,基础较为薄弱,整个产业链较为分散,同时在面对突发事件时,难以采取精准的措施应对。基于上述情况,提出培养并引进高新技术人才;整合海洋生物医药业全产业链;拓宽投融资渠道;增加科技投入等建议。

In 2016,in response to domestic and foreign development and demand,China launched the"Blue Medicine Library"development plan.With the implementation of marine ecological civilization construction and marine power strategy,China’s marine economy has a good momentum of development,the industrial structure has been further optimized,and the marine biomedicine industry has ushered in a new development opportunity.This paper selects the added value of marine biomedical industry and the gross marine product from 2001 to 2020,constructs the direct contribution rate,indirect contribution rate and marginal contribution rate models,and calculates the contribution degree of marine biomedical industry to the development of marine economy.The results show that the direct contribution rate of marine biopharma is on the rise,and the indirect contribution rate is mostly 0-0.1%.The marginal contribution rate of marine biopharma to the gross marine product is 5.02%in the selected study period.The study found that the current development scale of marine biopharmaceuticals is small,the foundation is relatively weak,the whole industry chain is scattered,and it is difficult to take precise measures in the face of emergencies.Based on the above situation,it is proposed to cultivate and introduce high-tech talents,integrate the whole industry chain of marine biomedicine industry,broaden investment and financing channels,and increase investment in science and technology.
