摘要
构建了适用于矿业型城市的“无废城市”建设评价体系,并探索了徐州市矿业型“无废城市”建设状况和障碍因素。结果表明,至2020年,徐州市“无废城市”建设基本成型,城市固体废物排放增加趋缓,大部分已得到妥善处置;5个最主要障碍指标为地表水达到或优于《地表水环境质量标准》(GB 3838—2002)的Ⅲ类比例、工业固体废物产生强度、建筑业总产值、人均国内生产总值、城市化水平,压力成为了主要障碍子系统。结合研究结论提出徐州市进一步促进“无废城市”建设的对策建议,以期为提升矿业型“无废城市”建设水平提供参考。
The construction evaluation system of“zero-waste city”for mining cities was constructed,and the construction status and obstacle factors of a mining city Xuzhou was analyzed.Results showed that by 2020,the construction of“zero-waste city”for Xuzhou was basically formed.The increase of urban waste discharge had slowed down,and the waste was almost properly disposed.The 5 main obstacle indexes for the construction of“zero-waste city”were the proportion of surface water reaching or better than ClassⅢof“Environmental quality standards for surface water”(GB 3838-2002),the generation intensity of industrial solid waste,the gross output of construction industry,per capita GDP and urbanization level.Pressure became the main obstacle subsystem.Based on the research conclusions,countermeasures and suggestions to further promote the construction of“zero-waste city”for Xuzhou was put forward,in order to provide reference for improving the construction level of mining“zero-waste city”.
