建设项目环境影响评价审批豁免目录实施绩效评估体系建设及应用

Construction and application of performance evaluation system for construction project environmental impact assessment approval exemption catalogue implementation

针对民营经济发达、小微企业众多的情况,浙江省在实施《建设项目环境保护分类管理名录》过程中,发布了该名录外5批不纳入建设项目环境影响评价(以下简称环评)管理的豁免政策。为评估豁免政策实施绩效,建立主、客观结合的指标评估法,构建由3个维度、8个一级指标和17个二级指标组成的指标体系,对2021年浙江省环评豁免政策实施绩效进行评估。结果显示,豁免政策实施成效总体良好。同时,从指标失分原因细化分析存在的问题。

In view of the well-developed private economy and large number of small and micro enterprises,five batches of exemption policies aimed at the construction projects which excluded from the environmental impact assessment(EIA)management had been published in the process of implementing the“Directory of classified management of construction project environmental impact assessment”in Zhejiang.To evaluate the implementation performance of the exemption policies,index evaluation method combined subjective and objective indicators was established.An index system consisting of 3 dimensions,8 first-level indicators and 17 second-level indicators was set up to assess the performance of the provincial EIA exemption policy in 2021.The results showed that the overall effectiveness of the exemption policy was good.At the same time,detailed analysis of the existing problems were analyzed from the indicators of the reasons for loss.
