Health-Oriented DIP Innovation Mechanism and Implementation Path

当前,按健康结果付费已逐渐成为我国医保支付方式改革的新趋势。DIP以大数据为支撑,将区域总额预算、点数法和按病种付费三种结算方式与监督评价机制结合,推动医疗服务体系以健康为导向,有效发挥医保支付对医疗机构的引导与制约作用,从而提高统筹区域健康水平。本文在分析DIP创新机制的基础上,提出以健康为导向的DIP实现路径。

At present, paying by health results has gradually become a new trend of the reform of medical insurance payment in China.Supported by big data, DIP combines the three settlement methods of regional total budget, point method and payment by disease with the supervision and evaluation mechanism to promote the health-oriented medical service system. It could effectively play the guiding and restricting role of medical insurance payment in medical institutions, so as to improve the overall regional health level. Based on the analysis of DIP innovation mechanism, this paper proposed a health-oriented DIP implementation path.
