摘要
划定生态保护红线是国土空间背景下应对国土空间开发和保护矛盾的重要规划途径。相比于生态保护红线的静态性,生态安全格局更具动态性,更注重维护生态空间的整体结构和复杂系统。因此,基于生态安全格局有助于优化生态保护红线划定,从而更有效地维护城市生态安全和功能。本研究以南京市为研究对象,构建具有不同敏感性等级的综合生态安全格局,并在此基础上探索包含一级生态刚性边界、二级生态刚性边界和生态弹性边界的生态保护红线划定方案,提出相应的空间管控措施,从而为南京市生态安全和生态功能的维护,以及空间的高质量发展提供参考。
Delimiting the ecological protection red line is an important planning approach to deal with the contradiction between the development and protection of territory space under the background of territory spatial planning. Compared with the static nature of the ecological protection red line, the ecological security pattern is more dynamic and pays attention to maintain the overall structure and complex system of the ecological space. Therefore,based on the ecological security pattern, it is helpful to optimize the delimitation of ecological protection red line, so as to maintain the ecological security and function of the city more effectively.Taking Nanjing as the empirical object, this paper constructs a comprehensive ecological security pattern with different sensitivity levels, explores the delimitation scheme of ecological protection red line, including primary ecological rigid boundary, secondary ecological rigid boundary and ecological elastic boundary, and puts forward corresponding spatial control measures. This paper provides a reference for the maintenance of ecological security and functions and the high-quality development of space in Nanjing.
