国土空间规划视角下老城区更新需更多地关注城市本身,不宜大拆大建破坏老城区原生社会体系。在城市更新过程中,首先要探索适合该地区、街道的更新模式,结合老城区存在的问题,以问题为导向,选择更新路径,突出当地特色,引入新功能,激发老城区活力。同时,要加强更新的实施和管理保障措施,鼓励公众深度参与,调动居民的积极性,让规划适用于民;制定明确的政策保障措施和活动计划,有序推进城市更新。

From the perspective of territory spatial planning,the renewal of old towns should pay more attention to the city itself,and it is not appropriate to demolish and destroy the original social system of old towns.In the process of urban renewal,it is necessary to first explore the renewal mode suitable for the area and streets,combine with the problems existing in the old towns,take the problem as the orientation,choose the renewal path,highlight the local characteristics,introduce new functions,and stimulate the vitality of the old towns.At the same time,it is also necessary to strengthen the renewal implementation and management supporting measures,encourage deep public participation,mobilize the enthusiasm of residents,and make the plan applicable to the people;formulate definite policy supporting measures and activity plans,and promote urban renewal in an orderly manner.
