从“善秩”到“善治”:新时代“三治融合”视域下乡村治理优化路径

From “Good Order” to “Good Governance”:A Optimal Path of Rural Governance from the Perspective of “Three Governance Integration” in the New Era

传统意义上单一的自治、德治和法治追求的都是善秩,在治理成本、稳定性、治理效能方面各有优劣。新时代乡村治理面临着传统乡村治理巨大变迁、现代乡村治理体系亟需完善、乡村治理结构有待整体优化等现实问题,乡村秩序亟待重构。从“善秩”到“善治”是国家治理现代化的必然要求。构建多元主体合作共治、多元规则良性发展、多元载体融合共生的“三治融合”治理体系是乡村治理走向善治的新路径。

In the traditional sense, the single autonomy, rule of virtue and rule of law pursue good order, and governance cost, stability and effectiveness have their own advantages and disadvantages. In the new era, Rural governance is faced with such practical problems as great changes in traditional rural governance, urgent improvement of modern rural governance system and overall optimization of rural governance structure, and urgent reconstruction of rural order. From “good order” to “good governance” is the inevitable requirement of the modernization of national governance. It is a new path for rural governance to build a governance system with multiple subjects, the benign development of multiple rules, and the integration of multiple carriers.
