从“农业现代化”到“农业农村现代化”:党的“三农”理论发展与创新

From "Agricultural Modernization"to"Agricultural and Rural Modernization":The Development and Innovation of the"Agriculture,Rural Areas,and Rural Residents"Theories by the Chinese Communist Party

农业农村现代化是建设农业强国的内在要求和必要条件,是整个国家现代化的根基。基于马克思主义政治经济学基本原理,以现代化发展历程为切入点,从农业农村现代化目标提出与演变的内在逻辑、工农城乡关系、农业农村现代化推进方式、农业农村现代化目标多元化发展四个层次,系统探讨新中国成立以来中国共产党关于“三农”领域的理论创新在我国农业农村现代化发展历程中的实践及其内在逻辑。农业农村现代化在我国工农城乡关系动态调整过程中,逐步从附属地位提升为优先发展的战略地位;从运动式集体化改革模式转变为渐进性市场化改革模式,探索出一条具有中国特色的“循序渐进,稳中求进”的改革发展路径;并在国家现代化整体进程中统筹谋划农业农村发展,突破了粮食生产范畴,逐步拓展到追求综合经营服务体系现代化;定位也从单纯的农业生产转向多元化发展。

The report of the CCP’s 20th National Congress put forward the central task of“building a great modern socialist country in an all-round way and promoting the great rejuvenation of the Chinese nation through Chinese-style modernization,”which started a new journey for China’s agricultural and rural modernization.In this context,based on the basic principle of Marxist political economics,taking the modernization development process as the entry point,this paper from such four levels as the internal logic of the evolution of agricultural and rural modernization goals,industrial and rural relations,the promotion methods of agricultural and rural modernization,and the diversified development goals of agricultural and rural modernization,systematically discusses the practice and internal logical relationship of the theoretical innovation of the Chinese Communist Party in the field of“agriculture,rural areas and rural residents”in the course of the development of agricultural and rural modernization since the founding of the People's Republic of China.The research shows that the concept of urban-rural integration,the path of rural reform and development with Chinese characteristics of“step by step,seeking progress while maintaining stability,”and the multiple cognition of rural function orientation constitute the innovative theoretical achievements of the CCP following the basic logic of Marxist political economy.The above theoretical innovations deeply reveal the internal logical relationship between the modernization development of Chinese agriculture and rural areas and the evolution and innovation of the Party’s theory of“agriculture,rural areas,and rural residents,”so as to provide theoretical guidance and practical enlightenment for comprehensively promoting rural revitalization and agricultural and rural modernization.
