基于熵权法和TOPSIS模型的城市韧性评估——以长春市为例 被引量:31

摘要 随着城市外部环境的不断变化,城市面临的不确定性扰动也在不断增加,为了实现城市可持续发展,提高城市韧性已成为全球共识。因此,该文从社会、生态、基础设施和经济韧性四个层面建立城市韧性评价体系,基于熵权法确定权重,利用TOPSIS模型对长春市2016—2020年的城市韧性进行评价,结果表明:(1)长春市城市韧性水平在2016—2020年间随时间呈增长趋势;(2)长春市城市韧性水平在空间上存在差异,具体表现为“南高北低”;(3)在不同时期,不同层面的韧性对城市韧性的影响不同。最后,基于上述所选取的四个层面提出提高城市韧性的策略,为长春市城市韧性建设提供依据。 With the continuous changes in the external environment of cities,the uncertain disturbances faced by cities are also increasing.In order to achieve sustainable urban development,it has become a global consensus to improve urban resilience.Therefore,we establish an urban resilience evaluation system from four levels of society,ecology,infrastructure and economic resilience,determine the weights based on the entropy weight method,and use the TOPSIS model to evaluate the urban resilience of Changchun City from 2016 to 2020.The results show that:(1)The urban resilience level of Changchun City showed an increasing trend over time between 2016 and 2020;(2)the urban resilience level of Changchun City was different in space,which was manifested as“high in the south and low in the north”;(3)in different periods,different levels of resilience have different impacts on urban resilience.Finally,based on the four levels selected above,strategies to improve urban resilience are proposed to provide a basis for urban resilience construction.
