摘要
自1991年中国加入《蒙特利尔议定书》以来,中国制冷空调行业在政府主管部门的领导支持下,以负责任的态度积极履行国际公约,全面完成了议定书规定的阶段性淘汰任务目标。同时在行业履约工作中充分考虑我国国情和产业发展实际状况,有目的、有计划地支持相关企业完善装备条件,增强研发实力,形成自主核心竞争力,有效地推动了企业的技术进步和产业的壮大发展。展望未来,行业各界应积极关注国际公约履约进程和技术发展动态,坚持走自主发展的道路,选择适合中国国情的替代技术路线,并持续加大技术创新投入力度;利用实施制冷剂替代和国家大力推进低碳战略的发展机遇期,有的放矢实施补短板、强基础、上水平,推动产业的绿色转型升级,打造出一批具有世界级水准的行业龙头和骨干企业,形成集群优势,以此为制冷空调行业实现由大到强的转变做出切实的努力和贡献。
Since China acceded to the Montreal Protocol(MP) in 1991, China’s refrigeration and air conditioning industry, with the leadership and support of the government departments, has actively implemented the international convention with a responsible attitude and fulfilled the phase-out targets in stages stipulated in the MP. At the same time, with full consideration of the national conditions and actual industrial development, we have promoted the technological progress and industrial development by purposefully and systematically supporting relevant manufacturers to be better equipped, strengthen research and development capability and form independent core competitiveness. Looking into the future, the industry should pay close attention to the implementation process of international conventions and technological developments, adhere to the path of independent development, choose alternative technological routes suitable for China’s national conditions, and continue to increase investment in technological innovation. The industry should seize opportunities brought by refrigerant replacement and the national low carbon strategy, to remedy the weaknesses, enhance the foundation and level up, in order to promote the green transformation and upgrading of the industry and build world-class leading enterprises and achieve the cluster advantages. That will make contributions to the transformation from big to strong of China refrigeration and air conditioning industry.
