摘要
为提高当前民用机场应急保障能力评估的系统性和全面性,建立了包含工作人员应急能力、应急设备水平、机场环境、管理状况、机场运行5个一级指标和30个二级指标的民用机场应急保障能力评估指标体系,提出了基于层次分析法(AHP,analytic hierarchy process)和因子分析法的AHP-因子分析组合赋权法,并通过机场仿真案例进行了评估检验。结果表明:本文建立的评估指标体系及提出的评估方法对民用机场应急保障能力的评估具有可行性及准确性。
In order to improve the comprehensive assessment system of the current civil airport emergency logistics capability, a civil airport emergency support capability evaluation system is established. It includes 5 major first-level indicators of emergency response capability of staff, emergency equipment level, airport environment,management status, and airport operation, and 30 second-level indicators of a combination weighting methods based on AHP-factor analysis. An evaluation is conducted through airport simulation cases. The results show that the evaluation index system established and the evaluation method proposed in this paper are feasible and accurate for the evaluation of civil airport emergency logistics capabilities.
