摘要
为解决中国航空器型号合格审定过程中审查方所面临的审查资源配置不均衡、全局监控难、审查经验传递难等问题,首先,基于当前航空器型号合格审定体系及审查实践,分析了航空器型号合格审定管理中存在的痛点及管理需求;其次,建立了以适航审定计划树、适航审定规章树和适航审定对象树为核心的C-PRO模型(certification-plan,regulation and object model),并基于该模型建立适航审定管理方式;最后,基于上述研究构建了数字化适航审定协同工作平台。该平台已在国内重点型号合格审定项目中投入使用,有效弥补了中国在传统适航审定领域内的能力短板,并提高了审查效率,保障了国内航空器型号合格审定工作的开展。
In order to solve the problems in airworthiness certification, such as unbalanced allocation of review resources,difficulty in overall monitoring, and difficulty in sharing review experience, the paper firstly analyzes the pain points and management needs in the airworthiness certification review process based on the current review practice;secondly, the C-PRO model which combines with Certification Plan Tree, Certification Regulation Tree and the Certification Object Tree is established, and a new airworthiness certification management method is proposed based on this model;finally, a digital airworthiness collaborative platform is constructed according to the fore-mentioned research. The platform has been put into use in domestic key type certification review projects. It has effectively remedied the defect in the type certification field, improved the review efficiency, and ensured the development of domestic aircraft type certification review.
