推动水利高质量发展融资路径案例分析

Analysis of water conservancy financing to accelerate high-quality development

新形势下,推动水利高质量发展需要大量资金投入,但目前水利融资程度还远不能满足高质量发展要求,尤其是部分公益水利项目补偿机制不健全,制约了项目实施。梳理了包括传统融资模式和新型融资模式在内的现有水利融资模式,并基于相关数据统计及当前存在的主要问题进行分析,进一步研究不同融资模式的运行机理和适应性,通过探讨政府与社会资本合作(PPP)模式、不动产投资信托基金(REITs)模式及生态环境导向的开发(EOD)模式等创新性项目融资形式在水利工程中的应用,提出创新水利投融资体制机制、鼓励吸引民间资本、引导和激励金融体系为新形势下水利高质量发展提供资金支持的相关路径建议。

Under the new situation,the huge amount of funds is required for the contribution to the highquality development of water conservancy,but water financing is far from meeting the requirements of highquality development.In particular,the compensation mechanism for water public welfare program need to be further improved,which restricts project implementation.The existing financing modes of water conservancy including traditional financing mode and new financing mode are reviewed.Based on recent water conservancy financing data statistics and the analysis of the current main problems,the operation mechanism and adaptability of different financing modes are further studied.Through the discussion to application of innovative water conservancy project financing cases such as PPP mode,real estate investment trust fund(REITs)mode and ecological environment oriented development mode(EOD),this paper puts forward opinions and suggestions on innovating water conservancy investment and financing system and mechanism,encouraging and attracting private capital and accelerating the high-quality development of water conservancy.
