On China’s Participation in Global Ocean Governance in the New Era:Concept and Practice

进入新时代,中国有意愿也迫切需要作为重要主体参与到全球海洋治理中,更多地体现发展中国家的声音和诉求。新时代中国为全球海洋治理的贡献体现在:推动全球治理理念向“海洋命运共同体”转变;推动海洋治理体系向“规则之治”转变;提供海洋公共产品,推动海洋治理收益向“全球之利”转变;探索中国特色制度实践,为全球海洋治理体系提供中国方案、贡献中国智慧。

As socialism with Chinese characteristics has entered a new era, China will and need to participate in global ocean governance as a main body, and to fully express the voices and demands of developing countries. Therefore, it is important to clarify what China has contributed to global ocean governance in the new era. Firstly, to promote the transformation of global governance concept to “maritime community of shared future”. Secondly, to promote the transformation of ocean governance system to “the rule of governance”. Thirdly, to provide maritime public goods and transform the benefits of ocean governance into “global benefits”. Fourthly, to explore the institutional practice with Chinese characteristics and offer Chinese wisdom and approach for the global ocean governance system.
