政府过程中的复杂性条块关系及其产生逻辑——基于干部调配数据的观察

Complex Tiao-kuai Relations in the Government Process and Its Formation:Observations Based on Personnel Deployment Data

条块结构是中国国家治理的核心制度,单一制国家结构形式下“职责同构”的组织特征使得条块关系多被整体化研究与同质化对待。然而,既往研究忽视了层级与时间因素,条块关系难以被准确描绘。政府过程中基于权力运作形成的“条块层级”可作为解释复杂条块关系的重要工具,干部调配中的条块平调可以形构政府过程中存在的“条块隐性层级”,进而呈现条块关系。分析显示,条块关系在不同层级政府与不同时期都表现出了明显的差异性。条块关系在层级维度与时间维度上的复杂性可以从条块权力的类型进行分析。对这一问题的研究能够从整体上呈现条块结构下我国地方治理的权力运作逻辑。

The Tiao-kuai structure is the core system of Chinese governance.The organizational characteristics of“isomorphism of responsibilities”under the unitary state requires that the relationship between Tiao and Kuai be studied as a whole and treated with homogeneity.However,ignoring the factors of hierarchy and timeliness,it is difficult to accurately describe the relationship of Tiao-kuai.The“Tiao-kuai hierarchy”that forms from the operation of power in the political process can be used as a tool to explain the complex relationship of Tiao-kuai.This study s analysis shows that the Tiao-kuai relationship presents obvious differences at different levels of government and during different periods of time.The complexity of Tiao-kuai relations in the hierarchy and the time dimensions can be analyzed from perspective of the type of power.This research reveals the power operations logic of China s local governance under the Tiao-kuai system.
