宁夏科技型国有企业混合所有制改革对策研究--以D公司为例

Research on the Mixed Ownership Reform of Ningxia Science and Technology State-Owned Enterprises--Taking Company D as an Example

本文从国家层面和宁夏地方层面分别介绍了国企混改的相关政策,就宁夏国企混改的必要性和科技型国企(D公司)混改的典型案例进行了具体分析,针对国企混改过程中存在的主要问题,着重从加强顶层设计和制度建设、保障民营资本合法权益、实现国有企业和民营企业的文化融合等三个方面提出了具体对策。

This paper attempts to introduce relevant policies of the mixed ownership reform of state-owned enterprises from national and local level respectively,expounds the necessity of the reform in Ningxia and elaborates the typical case of a technology-based state-owned enterprise(Company D).To address the prominent issues in the reform,specific countermeasures are put forward in three aspects,including strengthening top-level design and institutional construction,safeguarding the legitimate rights and interests of private capital and promoting cultural integration of state-owned and private enterprises.
