产业链安全视角下专精特新企业培育的现状、挑战与对策

The Present Situation, Challenges and Countermeasures of the Cultivation of “Specialized, Refined, Differential and Innovative” Enterprises from the Perspective of Industrial Chain Security

在逆全球化和全球产业链重塑背景下,培育发展专精特新企业是提升中国产业链现代化水平,兼顾经济发展与安全的主动出击。当前,我国专精特新市场主体规模不断扩大、注重研发与创新、发展韧性足、产业支撑强,但也面临着创新动力不足、金融支持匮乏、人才基础薄弱、企业家的信心低迷以及国际竞争优势不足等挑战。立足于打造中国现代化产业体系,需要着力从“补链、强链、固链、畅链、优链”五个方面,深入挖掘专精特新企业的创新禀赋、夯实专精特新人才基础、巩固专精特企业新发展根基、畅通专精特新企业协作网络、优化专精特新企业发展理念,支持企业向着专业化、精细化、特色化、新颖化的方向不断创新和突破,巩固和提升我国产业链的安全性和稳定性。

Under the background of anti-globalization and reshaping of the global industrial chain, cultivating and developing “Specialized, Refined, Differential and Innovative”(SRDI) enterprises is an initiative to upgrade the modernization level of China’s industrial chain and take into account economic development and security. At present, China’s SRDI market entities are expanding in scale, focusing on R&D and innovation, with sufficient development resilience and strong industrial support, but also facing challenges such as lack of innovation motivation, lack of financial support, weak talent base, low confidence of entrepreneurs and insufficient international competitive advantages. In order to build China’s modern industrial system, we need to focus on the five aspects of “expanding chain, strengthening chain, stabilizing chain, smoothing chain and optimizing chain”, to deeply explore the innovation endowment of SRDI enterprises, consolidate the talent base of SRDI enterprises, strengthen the new development foundation of SRDI enterprises, smooth the cooperation network of SRDI enterprises, and optimize the development concept of SRDI enterprises. We should support enterprises to innovate and make breakthroughs in the direction of specialization, refinement, differentiation and innovation, so as to consolidate and improve the security and stability of China’s industrial chain.
