摘要
随着大数据、物联网、人工智能和移动互联网等技术的快速发展,传统的食品安全命令控制型监管模式已经不能适应当前新业态的监管需要,急需新的监管模式。本文从国内外食品安全监管体系现状出发,从数据和人员方面厘清智慧监管的特点,阐述了智慧监管模式的路线、构建和组成,通过分析我国智慧监管体系现有案例,突显出我国食品安全监管走向“智慧化”的必要性。
With the rapid development of big data, the internet of things, artificial intelligence, mobile internet and other technologies, the traditional command-control supervision mode of food safety can no longer meet the regulatory needs of the current new business form, and a new regulatory mode is urgently needed. Starting from the current situation of the food safety supervision system at home and abroad, this paper clarifies the characteristics of intelligent supervision from the aspects of data and personnel, expounds the route, construction and composition of intelligent supervision, and analyzes the existing cases of China’s intelligent supervision system, to highlight the necessity of intelligent food safety supervision in China.
