Innovation Path of Food Safety Management Based on Big Data Environment

食品安全治理正从管制性的互动阶段步入大数据驱动时代。大数据技术是解决当前我国食品安全问题的重要手段。大数据对于推动食品安全治理有着得天独厚的优势,同时也对治理工具、治理主体与结构、治理风险等方面带来挑战。我国食品安全面临着监管能力不足、信息公开不充分、信任缺失以及法律规制不力等问题。食品安全治理需优化治理工具的创新组合,健全注重合作治理的社会共治框架,建立健全法律法规,完善诚信体系等,提倡分层治理,预防治理风险,提升食品安全整体水平。

Food safety governance is moving from the regulatory interaction stage to the era of big datadriven. Big data technology is an important means to solve the current food safety problems in China. Big data has unique advantages for promoting food safety governance, and at the same time brings challenges to governance tools, governance subjects and structures, governance risks, etc. China’s food safety is facing problems such as insufficient regulatory capacity, insufficient information disclosure, lack of trust and weak legal regulation. Food safety governance must be optimized, an innovative combination of governance tools, a sound social co-governance framework that focuses on cooperative governance, the establishment and improvement of laws and regulations, and the improvement of integrity systems, etc., to advocate hierarchical governance, prevent governance risks, and improve the overall level of food safety.
