Research on Planning and Control Method of High-Consequence Area of Long Gas Pipeline

长输燃气管道高后果区的规划管控是实现以人为中心发展理念的重要体现和保障,也是当前城市规划“安全韧性城市”体系构建的重要组成部分。论文以长输燃气管道高后果区作为研究对象,通过对法律法规、规范以及相关文件的解读和梳理,结合国内外案例,分析了长输燃气管线高后果区规划管控要点,提出了管道高后果区规划管控范围界定、功能分区、全距离确定和管理相关的方法和建议。

The planning and control of high-consequence areas of long transmission gas pipeline is an important guarantee to realize the people-centered development concept, and also an important part of the construction of the current“safe and resilient city”system in urban planning. Taking the high-consequence area of long-distance gas pipeline as the research object, this paper analyzes the key points of planning and control of the high-consequence area of long-distance gas pipeline through the interpretation and sorting of laws and regulations, norms and relevant documents, combined with domestic and foreign cases, and puts forward the methods and suggestions related to the scope definition, functional zoning, full-distance determination and management of the planning and control area of the pipeline high-consequence area.
