绿色低碳背景下中国油气行业转型发展思考与建议

Thoughts and suggestions on the transition of China’s oil and gas industry under the background of green development

在碳达峰和碳中和的战略目标要求下,油气行业的转型发展十分迫切。新型能源体系随着波动性的可再生能源比例的快速提高,需要系统性提升能源体系的灵活性,“源网荷储一体化”和综合能源服务是大势所趋。油气企业需要加强自身的转型变革,实现新旧动能的转换。根据油气行业的特点和能源转型的要求,提高能效、创新发展行业天然气、做好能源服务、推进数字化、积极进入氢能等新能源领域是油气行业转型发展的重要抓手。建议油气企业“着眼未来,立足当下”,做好短期与长期战略的衔接谋划;主动改革,在市场化的环境中获得更大的发展动力;创新商业模式,走以用户为中心的综合能源发展之路;加大技术投入,在战略性新方向上要有充足定力。

Under the goals of carbon peaking and carbon neutrality, the transition of the oil and gas industry is urgent.As the proportion of new energy fluctuates rapidly, the flexibility of the new energy system needs to be improved systematically,and the “integration of source, network, load and storage” and comprehensive energy services are the general trend. Therefore, oil and gas enterprises need to strengthen their own transition and reform to achieve the transition from the old drivers to new ones.According to the characteristics of the oil and gas industry and the requirements of energy transition, improving energy efficiency,innovatively developing natural gas in the industry, providing better energy services, promoting digitalization, and actively entering new energy fields including hydrogen energy are important starting points for the transition and development of the oil and gas industry. It is recommended that oil and gas companies “focus on the future to solve the present challenges”, connect short-term and long-term strategies, take the initiative to reform, gain greater development momentum in a market-oriented environment, innovate business models, choose user-centered comprehensive energy development path, increase technology investment, and have sufficient determination in the new strategic direction.
