京津冀生态环境治理体系重构与协调发展思路

Reconstruction of the Beijing-Tianjin-Hebei eco-environmental governance system and coordinated development ideas

京津冀协同发展是党中央提出的国家重大战略,要求在生态环境保护等重点领域率先取得突破,构建三地协同的现代化生态环境治理体系倍显紧迫。文章分析了现阶段京津冀重大生态环境问题以及区域生态环境一体化治理的客观必要性,初步提出了京津冀生态环境治理体系现代化建设构想,主要包括高度协同的区域发展战略、基于“三线一单”的环境准入制度、全局性生态环境治理工程、协调联动的区域污染防治机制、全方位的环保监督考核问责制度和社会参与的市场调节体系,以期为生态环境保护领域的率先突破提供理论支撑。

The coordinated development of Beijing-Tianjin-Hebei is a major national strategy proposed by the Party Central Committee.It requires the breakthroughs in key areas such as ecological and environmental protection,and it is extremely urgent to build a coordinated modern ecological environment management system for the three places.This paper analyzes the major resource and environmental problems of Beijing-Tianjin-Hebei region and the necessity of integrated governance of the regional ecological environment at this stage.It puts forward a preliminary idea for the modernization of Beijing-Tianjin-Hebei ecological environment governance system,which mainly includes a highly coordinated regional development strategy,based on the“three lines and one list”environmental access system.An overall ecological environment governance project,a coordinated and linked regional pollution prevention mechanism,a comprehensive environmental protection supervision and assessment accountability system,and a market regulation system involving social participation are expected to provide references for regional sustainable development.
