Research on Entrepreneurs’Role in Energy Marketization Process

企业家在推进能源市场建设中起着不可或缺的作用。创新是企业家特有的工具,其通过技术创新推进能源市场化。但是,政府对企业家的管制和国企垄断阻碍企业家在能源市场化中发挥应有的能力。企业家在推进能源市场化中缺少政府支持,并且国企作为国家利益守护者具有一定竞争优势。这导致企业家无法在能源市场中进行创造性破坏,而这一困境的形成原因是能源体制的行政垄断性。为了解决这些问题,促进我国法律制度转型系第一要义,即从资源优势转为竞争优势。具体来说,要加快《能源法》的出台来弥补基本法的空缺,同时也要其他法律中增设相应的协调性制度。

Entrepreneurs play an indispensable role in promoting the construction of the energy market.Innovation is a unique tool for entrepreneurs to promote energy marketization through technological innovation.However,the government’s regulation of entrepreneurs and the monopoly of state-owned enterprises prevent entrepreneurs from exerting their due ability in the energy marketization.Entrepreneurs lack government support in promoting energy marketization,and state-owned enterprises have certain competitive advantages as guardians of national interests.This causes entrepreneurs to be unable to carry out creative destruction in the energy market,and the reason for this dilemma is the administrative monopoly of the energy system.In order to solve these problems,promoting the evolution of China’s legal system is the first priority,that is,from resource advantage to competitive advantage.Specifically,it is necessary to speed up the promulgation of the Energy Law to fill the vacancy of the Basic Law,and at the same time,it is necessary to add corresponding coordination system in other laws.
