摘要
2022年初爆发的乌克兰危机是冷战结束以来对欧洲冲击最大的地缘政治事件,将极大地影响欧盟发展前景,包括显著改变欧盟的经济发展和运行逻辑,给欧盟带来比此前债务危机等更为严重的长期性影响;打断了欧盟战略自主进程,使其前景更加黯淡;给一体化带来新动能,同时强化了欧盟内部阻碍一体化的负面因素。乌克兰危机将进一步削弱欧盟实力和国际影响力,加速欧盟在世界地缘政治格局中的边缘化,也可能扼杀其成为世界一极的地缘政治梦想。这不利于世界的多极化,不利于遏制霸权主义和强权政治。这一切并非必然,如果能对乌克兰危机的教训进行正确的反思,能够团结一致且以更为开放和包容的态度看待世界,欧盟也可能会有更好的未来。
The Ukrainian crisis is the geopolitical event that has had the greatest impact on Europe since the end of the Cold War,and will greatly affect the development prospects of the EU.It has significantly changed the EU’s economic development and operating logic,and brought more serious long-term impacts on the EU than the previous debt crisis;interrupted the EU’s strategic autonomy process;brought new momentum to integration.At the same time,it has increased the negative factors hindering integration within the EU.The Ukraine crisis will further weaken the EU’s strength and international influence,accelerate the EU’s marginalization in the world’s geopolitical structure,and may also kill its geopolitical dream of becoming a world pole.This is not conducive to the multi-polarization of the world,and the containment of hegemonism and power politics.All this is not inevitable.If the lessons of the Ukrainian crisis can be correctly reflected on,and the EU can unite and view the world with a more open and inclusive attitude,the EU may also have a better future.
