构建以信用为基础的内蒙古交通运输新型监管机制研究

Research on Constructing Supervision Mechanism for Inner Mongolia Transportation Based on Credit

构建以信用为基础的交通运输新型监管机制,是提升交通运输治理体系和治理能力现代化的有效措施之一。文章基于国内外以信用为基础的新型监管机制建设现状,通过文献资料检索、座谈调研等方式,对内蒙古交通运输以信用为基础的新型监管机制建设情况进行了梳理分析。分析表明:内蒙古交通运输在制度建设、信息归集共享、信用修复等方面还存在一定的不足,建议结合国家、自治区和行业要求,从完善交通运输信用制度标准体系,加强交通运输信用信息归集与共享交换,建立健全交通运输全过程信用监管机制,创新交通运输信用监管方式,探索引入第三方信用服务机构参与交通运输信用监管工作,推进以信用为基础的新型监管机制建设。

Constructing a new supervision mechanism based on credit is one of the effective measures to modernize the transportation governance system and capacity.Based on the current situation of the construction of new credit supervision mechanism at home and abroad,this paper combed and analyzed the construction of new credit based supervision mechanism for Inner Mongolia’s transportation by means of literature retrieval,discussion and investigation.The analysis shows that:Inner Mongolia transportation still has some shortcomings in system construction,information collection and sharing,credit restoration and other aspects.Combined with the requirements of the country,autonomous region and industry,the following aspects are suggested to promote the construction of a new creditbased regulatory mechanism.Including improving the transportation system of credit standard system,strengthening transportation credit information collection,sharing and exchange,and improving the whole transport process credit supervision mechanism,and innovating credit supervision transportation mode,exploring the introduction of a third party credit service agencies to participate in transportation credit supervision work,etc.
