电子政务公众参与影响因素研究——以西安交警“随手拍”为例

Research on the Influencing Factors of Public Participation in E-Government——With an Example of Xi’an Traffic Police "Snapshots"

基于西安市6个行政区的1 238位市民的调查数据,应用技术接受模型、政府信任理论进行实证分析,研究影响公众参与电子政务的因素。结果表明:公众认同感、感知易用性、感知有用性、政府信任、主观规范、月收入、驾驶资格证、受教育程度、政治面貌9个指标显著正向影响公众参与使用西安交警“随手拍”的意愿;年龄显著负向影响公众参与使用西安交警“随手拍”的意愿;公众的性别因素影响不显著。

Based on the investigation data of 1238 citizens in 6 districts of Xi’an, this paper uses technical accepting model and government trust theory to conduct an empirical analysis for the factors influencing public participation in e-government.The research results show that nine indicators significantly and positively influence the public’s willingness to participate in the use of the Xi’an traffic police "Snapshots" system, including public sense of identity, perceived ease of use, perceived usefulness, government trust, subjective norms, monthly income, driving license, education level and political status;but age significantly and negatively influenced the public’s willingness to participate in the use of the Xi’an traffic police "Snapshots" system, and the influence of public’s gender is not significant.
