Why is the Ecological Construction of Business Environment Important?——The Perspective of Enterprise Innovation Quantity and Innovation Quality

以行政审批制度改革为准自然实验,讨论了营商环境生态构建对企业真实创新产出的影响。研究发现:构建良好的营商环境有助于提升企业真实创新产出水平,其不仅表现在创新数量上,而且表现在创新质量上;行政审批中心的设立,可以通过降低交易成本、提升企业融资可获性以及加剧市场竞争等路径,影响企业真实创新产出水平;相较于其他类型企业,行政审批制度改革对民营企业、中小规模企业以及东部地区企业具有更强的创新激励作用。随着营商环境的不断优化,其创新激励效果越发凸显。

Taking the reform of the administrative approval system as a natural experiment,the impact of the ecological construction of the business environment on the real innovation output of enterprises is discussed.The study found that building a good business environment can help improve the real innovation output level of enterprises,which is not only reflected in the quantity of innovation,but also in the quality of innovation;the establishment of the administrative approval center can reduce transaction costs and improve corporate financing.Paths such as availability and intensifying market competition affect the real innovation output level of enterprises;compared with other types of enterprises,the reform of the administrative approval system has a stronger innovation incentive effect on private enterprises,small and medium-sized enterprises and enterprises in the eastern region.With the continuous optimization of the business environment,its innovation incentive effect has become more and more prominent.
