摘要
新时期世界科技创新中心发展呈现出新特征:具备世界一流的战略科学家、一流的高校院所和学科体系、国际领先的大学科装置和基础科研平台、重大原创成果产出能力、产业策源能力、世界领军型企业和国际化创新生态网络。通过将我国与国际典型创新型国家进行对标分析发现:我国已具有较强的创新资源集聚能力,部分工科学科已经在世界范围内形成了独特优势,建成了一系列大科学装置,获得了一些具有重大国际影响的科学成果,国际论文和专利数量已经在全球排名前列,企业创新活力日益突出,数字化水平已经处于全球领先位置。但与此同时,我国对于基础研究的投入还不够、缺乏世界一流的战略科学家和创新团队、高校院所整体实力仍偏弱,缺少国际领先研发平台、国际化的创新生态尚未形成。对此,新时期应加强对基础研究和应用基础研究的系统部署,加快提升高校院所原始创新能力,强化国家战略科技力量建设,推动人才国际化战略,加大对创新型领军企业培育力度,建设开放包容的创新制度。
The development of the world science and technology innovation center in the new era presents new characteristics: having world-class strategic scientists, first-class university institutions and discipline systems, internationally leading large disciplinary devices and basic research platforms, the ability to produce major original results, the ability to curate the source of industry, world-leading enterprises and international innovation ecological network. By benchmarking China with typical international innovative countries, we find that China has a strong ability to gather innovation resources, some engineering disciplines have formed unique advantages in the world, a series of large scientific devices have been built, some scientific achievements with significant international influence have been obtained, the number of international papers and patents has been ranked in the top in the world, the innovation vitality of enterprises has become increasingly prominent, and the level of digitalization has been in a leading position in the world. However, at the same time, China has not invested enough in basic research, lacks world-class strategic scientists and innovation teams, the overall strength of universities and institutes is still weak, there is a lack of international leading R&D platforms, and an international innovation ecology has not yet been formed. In this regard, in the new era, we should strengthen the systematic deployment of basic and applied basic research, accelerate the enhancement of the original innovation capacity of universities and institutes, strengthen the construction of national strategic scientific and technological forces, promote the internationalization strategy of talents, increase the cultivation of innovative leading enterprises, and build an open and inclusive innovation system.
