影响世界一流高校智库建设的组织因素及创新启示——基于清晰集定性比较分析

Organizational Factors Affecting of Construction of World-Class University Think Tanks:Base on A csQCA Analysis

组织形式及其发展规律是高校智库建设需要关注的重点问题,国外高校智库创新组织形式为中国提供了镜鉴。采用清晰集定性比较分析,基于组织建制、组织人员、组织运行与组织文化四个因素提炼出教育背景、任职经历、管理结构、资金来源、科研模式、全职配置、成果转化七个解释变量,选取十所国外高校智库进行系统比较,分析影响世界一流高校智库建设的组织因素及其多重互动。研究发现,科研模式是影响世界一流高校智库建设的必要条件,管理结构和全职配置在其他条件的共同作用下有效促进了高校智库建设。世界一流高校智库通过广泛的成果转化提升影响力,而非取决于智库成员政府任职。研究提出,以成果为导向优化高校智库资源配置,完善全职与兼职人员管理体系,拓展中国高校智库成果转化与传播路径。

[Purpose/significance]Organizational form and theory that is significant problem for the consruction of world class university think tanks.[Method/process]The study adopted the method of crisp-set Quanlitative Comparative Analysis,based on the onganization arrangement、oganization personnel、oganiazation operation、organization culture,the paper choose seven explanatory variables involves of educational background、work experience、management structure、financial resources、research mode、full-time working、achievement transformation,compare ten foreign university think tanks,analysis the configuration of organizational factors affecting of construction of world-class university think tanks.[Result/conclusion]It found three modes of combination for oganizational factors,the popular organizational mode involves of management structure、research mode and full-time working.Meanwhile,it found that research mode is the necessary condition for the construction of world-class univerty think tanks,management structure and full-time working that has promoted the construction of universty think tanks with other conditions.Besides,through a wide range of paths for achievement transformation,the university think tanks improve the influence,rather than the government personnel.
