基于三阶段DEA的我国省域学前教育供给效率研究

摘要 选取2013—2020年全国31个省市自治区学前教育投入产出方面的面板数据,构建相应投入—产出—环境变量指标体系,运用三阶段DEA模型测算我国学前教育资源供给效率并比较效率分布的空间异质性。测算结果表明,2013—2017年间,我国学前教育资源投入的综合效率呈现出逐年上升的趋势,表现为纯技术效率上升较快,规模效率提升缓慢。针对不同省域的效率结构差异,只有出台针对性的政策才能进一步提升不同省域学前教育资源供给效率,推动我国学前教育事业健康有序发展。 Select the panel data of preschool education input and output of 31 provinces,cities and autonomous regions in China from 2013 to 2020,build the corresponding input-output-environment variable indicator system,use the three-stage DEA model to measure the efficiency of preschool education resource supply in China and compare the spatial heterogeneity of efficiency distribution.The measurement results show that from 2013 to 2017,the comprehensive efficiency of preschool education resource investment in China has shown a rising trend year by year,which is reflected in the rapid increase of pure technical efficiency and the slow increase of scale efficiency.In view of the differences in the efficiency structure of different provinces,only by issuing targeted policies can we further improve the supply efficiency of preschool education resources in different provinces and promote the healthy and orderly development of preschool education in China.
