河南省灵活就业人员基本养老保险参保对策研究

Study on the countermeasures of basic endowment insurance for flexible employment personnel in Henan province

基本养老保险是灵活就业群体老年时基本收入保障的重要来源之一。目前,河南省灵活就业人员基本养老保险存在养老保险政策灵活性不足、参保基数与收入水平不匹配、灵活就业人员参保信心不足、小微企业雇主逃避责任不为员工参保及养老保险政策宣传不到位等问题。建议通过提高灵活就业人员收入水平、制定合理的缴费标准和缴费机制、健全灵活就业人员养老保险制度补贴激励机制、加强养老保险信息化建设、改进灵活就业人员参保续保条件及加大灵活就业人员养老保险政策宣讲力度等措施,让灵活就业人员能够老有所养、老有所依、老有所乐、老有所安,有实实在在的获得感、幸福感和安全感。

The basic old-age insurance is one of the important sources of basic income security for flexible employment groups in their old age.At present,the basic endowment insurance for flexible employees in Henan province has some problems,such as insufficient flexibility of endowment insurance policies,mismatch between insurance base and income level,insufficient confidence of flexible employees in insurance,small and micro enterprise employers evading their responsibilities and not participating in insurance for employees,and insufficient publicity of endowment insurance policies.This paper proposes to improve the income level of flexible employment personnel,formulate reasonable payment standards and payment mechanisms,improve the incentive mechanism of pension insurance system for flexible employment personnel,strengthen the informatization construction of pension insurance,improve the conditions for flexible employment personnel to participate in insurance renewal,and increase the publicity of pension insurance policies for flexible employment personnel,so that flexible employment personnel can have a sense of security,a sense of dependence,a sense of happiness,and a sense of security in their old age,It is extremely important to have a real sense of gain,happiness and security.
