“空天地”一体化的自然资源违法行为动态监测研究

Research on dynamic monitoring of natural resource illegal behavior integrating "air-space-ground"

为实现自然资源违法行为“更早发现、更快反映以及更快处置”的目标,构建了全要素、全时段以及全覆盖的常态化“空天地”一体化的自然资源违法行为动态监测体系,阐述了卫星遥感监测技术、低空720全景影像监测技术以及巡查填报监测技术三种关键技术,搭建了自然资源违法行为监测系统,实现违法图斑采集、违法图斑展示、违法图斑查询、统计和分析以及监测成果编制等功能,有效提高了自然资源执法监察能力,为推进自然资源治理体系和治理能力现代化提供技术保障。

Illegal behavior for the realization of the natural resources "sooner and faster disposal" goal, it was constructed a total factor, complete coverage of all the time and the normalization of the natural resources of integration of "air-space-ground" illegal behaviors dynamic monitoring system. In this paper, the satellite remote sensing monitoring technology was expounded including low altitude 720 panoramic image monitoring technique and three key technical search fill monitoring technology, and a monitoring system for illegal activities of natural resources was set up to realize the collection, display, query, statistics and analysis of illegal map patches and compilation of monitoring results, which effectively improved the law enforcement and supervision capacity of natural resources and provided technical support for promoting the modernization of natural resources governance system and capacity.
