Regional Differentiation and Optimal Decision of Rural Revitalization Level in Henan Province

乡村振兴是新时代中国关于农业农村发展的重大战略,如何评估各地乡村振兴水平是目前的重要问题,量化评价各地乡村振兴水平对于推进战略的实施具有重要意义.本文围绕乡村振兴战略的内涵,采用熵值法构建的县域乡村振兴综合评价指标体系包括5个一级指标和17个二级指标,借助SPSS软件平台对河南省进行了区域分异及优化策略分析,以期根据不同类型区县面临的问题,因地制宜采取针对性的措施,提升县域乡村振兴的发展质量,为推动乡村振兴战略提供参考和借鉴.研究表明:(1)河南省乡村振兴水平结构呈现出比较复杂的状态,表现为发展不均衡的结构类型,各区县的乡村振兴水平既存在差异,也存在共同特征;(2)河南省整体乡村振兴综合水平总体不高,豫中地区明显高于其他地区.河南省整体综合水平在2019年时明显高于2000年,乡村振兴工作整体推进效果明显,但各个区县乡村振兴水平差距扩大;(3)根据不同维度的特征,可将河南省122个区县划分为5个类型,针对不同类型需要采取不同的发展措施补齐发展短板.

Rural revitalization is a major strategy for China’s agricultural and rural development in the new era. How to evaluate the level of rural revitalization is an important issue at present. Systematic evaluation of rural revitalization level is of great significance to promote the implementation of the strategy. Focusing on the connotation of rural revitalization strategy, the comprehensive evaluation index system of County rural revitalization constructed by entropy method included 5 primary indexes and 17 secondary indexes. With the help of SPSS software platform, the regional differentiation and optimization decision-making of Henan Province were analyzed. According to the problems faced by different types of districts and counties, targeted measures according to local conditions were used to improve the development quality of County rural revitalization, so as to provide reference and reference for promoting rural revitalization strategy. The main conclusions are as follows:(1) The level structure of rural revitalization in Henan Province presented a complex state, which is manifested in the structural type of unbalanced development. There were both differences and common characteristics in the rural revitalization level of each district and county.(2) The overall level of rural revitalization in Henan Province was not high, and the central Henan region was significantly higher than other regions. The overall comprehensive level of Henan Province in 2019 was significantly higher than that in 2000, and the overall promotion effect of rural revitalization was obvious, but the gap between rural revitalization levels of various districts and counties was widening.(3) According to the characteristics of different dimensions, 122 districts and counties in Henan Province could be divided into five types. Different development measures need to be taken for different types, and the development weaknesses have been supplemented.
