老龄化,还是老龄文明?

Population ageing or civilization of ageing

应对老龄化挑战,亟须寻找一种宣示对待老龄化的文化态度、体现老龄化战略理念的总体性话语,在文明史意义上考察,这种总体性话语就是“老龄文明”。对待老龄化有两种文化意识,即问题意识与文明意识。老龄化与老龄文明是两种战略理念,老龄化不仅“是”也应当“成为”人类文明进步的体现,老龄化战略必须超越被动的问题应对,以“文明”看待老龄化,将老龄化作为文明现象进而推进为老龄文明,发现和肯定老龄化的文明史意义。“老龄文明”是应对老龄化的“积极”话语,应对老龄化必须实行“老龄文明”的“积极”战略。"老龄文明战略是由三大结构形成的依次推进的战略体系:老龄群体的文明战略、老龄化社会的文明战略、老龄文明形态战略。老龄文明形态是“老龄文明”战略的最高境界,由此老龄化将成为人类文明凤凰涅槃、浴火重新地一次新机遇。“老龄文明”战略是一种彻底的“积极老龄化”战略。

Population ageing creates a pressing need for a new discourse of aging. In the sense of civilization history, this new discourse can be called“civilization of ageing”. This paper suggests a three-step approach to the civilization: civilization of ageing groups, civilization of ageing society and civilization of ageing. The last is the advanced stage. Despite pessimism,population ageing should be taken positively and be considered a stage of human civilization development. In this contextageing will bring new vigor and vitality into the humanity.
