我国数据规制对企业环境扫描能力的影响研究

A Study on the Impact of Different Data Regulations on Corporates’Environmental Scanning Capabilities in China

[研究目的]大数据背景下企业的环境扫描能力是其竞争优势的重要来源之一,我国目前不断完善的相关数据规制对企业环境扫描能力具有明显但却不同的影响。通过研究该影响机制,可以为提高企业环境扫描能力、完善我国数据治理提供政策参考。[研究方法]依据数据持有者性质与环境扫描客体形式对环境扫描能力的综合影响,将企业的环境扫描模式分为B2C、B2B与B2G三种模式,并将每种模式与目前相关的数据规制进行一一对应。[研究结论]研究发现知情同意制度、数据产权制度与政府数据管理制度在不同方面(扫描频率、扫描范围与扫描来源)对企业环境扫描能力形成了由小到大不同程度的影响,进而提出了有助于提高企业环境扫描能力的应对策略。

[Research purpose]The environmental scanning capabilities have been considered as one of the sources of competitive advantages in the big data era.However,the emerging data regulations in China have affected firms’environmental scanning capabilities from different aspects in varying degrees.Through exploring this mechanism,this paper provides some implications for policy makers to help enhance firms’environmental scanning capabilities and governments’capabilities of data management.[Research method]In order to explore this influencing process,the paper divides firms’environmental scanning modes into B2C(Business-Customer),B2B(Business-Business)and B2G(Business-Government)based on the combined influences of the nature of data holders’and data objects’forms on environmental scanning capabilities.The paper then takes a next step into teasing and analyzing China’s extant data regulations under different environmental scanning modes.[Research conclusion]As a result,the paper finds that extant informed consent system,data property rights system and government data management system influence firms’environmental scanning capabilities in aspects of scanning frequency,scanning range and scanning source in different degrees.This paper finally proposes some specific corresponding tactics from aspects of improvement of existing systems and exploration of new systems which may be conducive to improving firms’environmental scanning capabilities.
