基本公共服务与经济发展耦合协调度研究——以甘肃省14个市(州)为例

Research on the Degree of Coupling Coordination Between Basic Public Service and Economic Development——A Case Study of 14 Cities(Prefectures)in Gansu Province

完整、准确、全面贯彻新发展理念,促进区域经济与基本公共服务之间的和谐有序发展,实现基本公共服务与经济社会发展之间的同频共振,是高质量发展的必然需要。本文基于耦合协调度评价模型构建区域经济发展与基本公共服务协调度指标体系,对2011-2020年甘肃省14个市(州)基本公共服务与经济发展的协调关系进行评价,分析区域基本公共服务与经济发展的耦合协调情况,得出结论:(1)甘肃省整体经济发展呈缓慢增长态势,经济发展规模及质量与基本公共服务水平均逐年向好发展。城市间差异化缩小,但区域间基本公共服务均衡程度差异明显。(2)甘肃省基本公共服务与经济发展耦合度逐年增加,并向高水平耦合发展,协调关系一直处于中度协调与高度协调之间,尚未出现严重失调的现象。两者的耦合协调程度表现出显著的一致性,耦合协调度的绝对和相对差异逐年缩小。(3)空间上,耦合协调区域呈现“中间凸、西北高、西南低”的分布格局,协调地区由北向南形成“一线三中心”的空间结构,空间布局上呈现出西北较强而西南较弱的态势。最后,基于甘肃省基本公共服务与经济发展耦合协调现状,提出促进二者协调有序发展的路径对策。

To fully,accurately and comprehensively implement the new development concept,promote the harmonious and orderly development between regional economy and basic public services,and realize the resonance of the same frequency between basic public services and economic and social development are the inevitable needs of high-quality development.Based on the coupling coordination degree evaluation model,this paper constructs the coordination degree index system of regional economic development and basic public services,evaluates the coordination relationship between basic public services and economic development in 14 cities(prefectures)of Gansu Province from 2011 to 2020,and analyzes the coupling coordination between regional basic public services and economic development.Conclusions are drawn:1.The overall economic development of Gansu Province shows a slow growth trend,and the scale,quality and basic public service level of economic development are both improved year by year.The difference between cities is reduced,but the balance of basic public services is significantly different between regions.2.The degree of coupling between basic public services and economic development in Gansu Province has been increasing year by year,and is developing towards a high level of coupling.The coordination relationship has been between moderate coordination and high coordination,and no serious imbalance has occurred.The degree of coupling coordination between the two shows significant consistency,and the absolute and relative differences of coupling coordination degree shrink year by year.3.Spatially,the coupling coordination area presents a distribution pattern of"convex in the middle,high in the northwest and low in the southwest".The coordination area forms a spatial structure of"one line and three centers"from north to south,and the spatial layout shows a trend of stronger in the northwest and weaker in the southwest.Finally,based on the coupling and coordination status of basic public service and economic development in Gansu Province,the paper puts forward some countermeasures to promote their coordinated and orderly development.
