区域电网的分省备用容量留取方案(一):机制设计 被引量:1

摘要 在传统调度模式下,区域电网的分省备用容量一般按照计划模式留取,对省间备用互济的可调用性缺乏考虑,随着新能源和电力市场的快速发展,已难以适应未来电网的发展要求。为此,该文首先分析国内外备用留取方法现状;然后,基于现行标准和各区域管理规定对备用的分类和机制进行探讨,分析高比例新能源接入和现货市场建设对备用容量的影响,探讨分省备用管理特点和各区域负备用留取方案;在此基础上,基于我国的调度模式,设计了区域电网备用容量预留机制,确定电力市场中的备用品种、特点和相互关系,从高比例新能源接入对电网充裕性、安全性、灵活性的影响出发,提出“负荷备用分省预留、事故备用全网共享”的分区备用留取模式,并分析负荷负备用的必要性;最后,基于区域电网辅助服务市场机制,考虑新能源不确定性和事故N-1的备用调用场景约束,设计区域电网的电能与备用联合优化流程。 Under the traditional dispatching mode, the reserve capacity demand of power system is generally determined according to the planning mode, and the inter-provincial reserve availability is not well considered. With the rapid development of the new energy and power market, this traditional method has been having difficulty meeting the development requirements of future power grid. First, this paper analyzes the current reserve acquisition mode at home and abroad. Then, based on the current standards, the classification and mechanism are discussed, the impact of high proportion of new energy access and spot market construction is analyzed, and the provincial reserve management and the down reserve are discussed. On this basis, based on China’s multi-level dispatching mode, the reserve mechanism of regional power grid is proposed, and the reserve varieties, characteristics and relationship in the power market are designed. Considering the impact of high proportion of new energy on the adequacy, the security and flexibility of power grid, the provincial reserve mode of "province-based load reserve reservation and emergency reserve sharing by the whole network" is proposed, and the necessity of down load reserve is analyzed. Finally, based on the auxiliary service market mechanism of regional power grid, considering the uncertainty of new energy and the N-1 reserve re-dispatch scenarios, the joint optimization process of energy and reserve is designed.
