当前国际形势复杂多变和国内疫情可控但持续的背景下,我国国内经济下行压力持续增大。应全面贯彻落实中共二十大精神,立足自身、保持战略定力,科学应对挑战,发挥好我国经济的韧劲和潜能,有序推进经济社会发展。建议:因时因势优化疫情防控措施;持续扩大内需,增强内循环动力和可靠性;积极扩大有效投资,增强经济发展动能;促进外资外贸发展,构建高水平对外开放格局;全面优化人才政策,促进高质量充分就业;加强潜在风险监测预警,保障国家发展安全。

Against the backdrop of the complex and volatile international situation and the controllable but sustained epidemic in China, downward pressure on the domestic economy continues to mount. We should fully implement spirit of the 20 th CPC National Congress, stay on top of ourselves, maintain strategic focus, respond to challenges in a scientific way, give full play to the resilience and potential of the Chinese economy, and promote economic and social development in an orderly way. This paper puts forward the following suggestions: Optimize epidemic prevention and control measures based on time and situation;Continue to expand domestic demand, and enhance the power and reliability of internal circulation;Actively expand effective investment to strengthen the driving force of economic development;Promote the development of foreign investment and trade, and build a high-level pattern of opening up;Comprehensively improve our personnel policy and promote high-quality and full employment, and strengthen monitoring and early warning of potential risks to ensure the security of national development.
