关于安徽省长江流域血吸虫病防治的调研报告

Investigation Report on Schistosomiasis Control in the Yangtze River Basin of Anhui Province

安徽省是我国血吸虫病流行最严重的省份之一。目前,血吸虫病防治存在一些困难:防治成果还不稳定,钉螺控制难度大,传染源控制难度大,血防队伍及能力相对薄弱,血吸虫病多部门综合防治合力不够等。为此,建议:一要继续强化传染源控制工作,建立有效的淘汰牛羊等家畜传染源的补偿机制和政策,加大重点区域野生动物传染源监测。二要加强血防综合治理力度,将长江流域血吸虫病综合治理措施纳入长江保护系统治理的重要内容,统筹规划实施。三要加强基层血防工作的能力建设,重视和加强血防队伍建设,基层一线人员的力量只能增强,不能削弱血防队伍,适当提高基层一线血防人员工资待遇,避免专业人才脱节。四要强化血吸虫病依法防治理念,加强《血吸虫病防治条例》的宣传贯彻,建立健全血防工作目标管理责任制。五要重视和加强血防关键技术的研究,加快推进“智慧血防”建设。

Anhui province is one of the provinces where schistosomiasis is most prevalent.At present,there are some difficulties in schistosomiasis control:the control results are not stable;snail control is difficult;the source of infection is difficult to control;the blood prevention team and capacity is relatively weak;and the multi-sectoral comprehensive control of schistosomiasis is not enough.This paper puts forward the following recommendations.First,we should continue to strengthen the control of infectious sources,establish effective compensation mechanisms and policies for the elimination of infectious sources of cattle,sheep and other livestock,and strengthen the monitoring of infectious sources of wild animals in key areas.Second,we need to strengthen comprehensive blood control and include comprehensive control measures for schistosomiasis in the Yangtze River Basin as an important part of the Yangtze River protection system,and make overall planning and implementation.Third,we should strengthen the capacity building of grassroots blood prevention work,attach importance to and strengthen the building of blood prevention team.The strength of frontline staff at grassroots can only be enhanced,not weakened,and the salary of frontline blood prevention staff at grassroots should be appropriately increased to avoid the disconnection of professionals.Fourth,strengthen the concept of schistosomiasis control according to law,strengthen the publicity and implementation of the Regulations on Schistosomiasis Control,and establish and improve the target management responsibility system of blood control work.Fifth,we should attach importance to and strengthen the research of key technologies of blood prevention and accelerate the construction of"smart blood prevention".
