摘要
为促进广西灵活就业人员实现老有所养、维护其自身养老权益。本文采用面板数据差值法与实证调查法掌握广西灵活就业人员有关数量与参加养老保险情况,并绘制相应统计图表对相关数据情况进行分析。得出广西现行灵活就业人员养老保险制度公平性欠佳、参保率低、缴费负担较重等问题,广西灵活就业人员的学历、户籍、就业类型、月收入、对政策了解情况对其参保行为具有显著影响。建议相关部门依托全民参保登记、改善现行政策规定、完善相关法律、健全相关配套机制、加大政策宣传力度,来保障广西灵活就业人员养老权益。
In order to promote Guangxi flexible employment personnel to achieve old-age care, safeguard their own pension rights. This paper uses the panel data difference method and the questionnaire survey method to grasp the number of flexible employees in Guangxi and their participation in pension insurance, and draws the corresponding statistical chart to analyze the relevant data. It is concluded that the fairness of the current pension insurance system for flexible employees in Guangxi is poor, the participation rate is low, and the payment burden is heavy.The educational background, household registration, employment type, monthly income and policy understanding of flexible employees in Guangxi have a significant impact on their participation behavior. It is suggested that the relevant departments should rely on the registration of universal insurance, improve the existing policy provisions, improve the relevant laws, improve the relevant supporting mechanism, and increase policy propaganda to protect the rights and interests of Guangxi flexible employment personnel.
