公共图书馆人力资源激励机制探索与实践——以吉林省图书馆为例

摘要 公共图书馆作为公共文化服务体系的重要组成部分,担负着文化传承与传播的社会职能与使命。公共图书馆服务民众作用的发挥很大程度上取决于图书馆事业从业者的工作态度和服务能力,因此,在公共图书馆人力资源管理过程中激励机制尤为重要。而对于激励机制的研究与探索也已成为图书馆业界关注的重要课题。本文以吉林省图书馆为例,对其历年来激励员工所制定的政策、文件进行梳理与总结,旨在探索其在精神、物质、学术及职业发展层面的一系列举措,以其为公共图书馆人力资源激励机制研究提供借鉴与参考。 As an important part of the public cultural service system,the public library bears the social function and mission of cultural inheritance and dissemination.The role of public libraries in serving the public largely depends on the working attitude and service ability of library practitioners,therefore,the incentive mechanism is particularly important in the process of human resource management in public libraries.The research and exploration of incentive mechanism has also become an important topic that the library industry pays attention to.This paper takes Jilin Provincial Library as an example to sort out and summarize the policies and documents made by the library over the years,aiming to explore a series of measures in the aspects of spiritual,material,academic and career development,so as to provide reference for the research of human resource incentive mechanism of public libraries.
