全过程人民民主与新型政党制度之间具有相互依存、互为支撑的协同关系,两者不仅实现了价值理念上的相互耦合,在人民性、全过程性和社会主义属性上秉承共同的价值遵循,而且实现了体系架构与制度赋能的双向建构。全过程人民民主通过推动社会整合、维护社会稳定、促进利益表达,奠定了新型政党制度的共识基础、运行秩序和民意认同,从宏观体系上为新型政党制度的有效运转建立良好的环境。新型政党制度通过规范化的制度架构保障了人民当家作主的权利,拓展了全过程人民民主的制度主体、制度基础和制度效能,从基本制度上为全过程人民民主实践提供有力的发展动能。

There is an interdependent and mutually supportive synergy between the whole process people’s democracy and the new political party system.The two not only realize the mutual coupling of values, but also adhere to the common characteristics of people, the whole process and the socialist attributes. Values follow and realize the two-way construction of system architecture and institutional empowerment. By promoting social integration, maintaining social stability and promoting the expression of interests, people’s democracy in the whole process has laid the consensus foundation, operational order and public opinion recognition of the new party system, and established a favorable environment for the effective operation of the new party system from the macroscopic level. The new party system guarantees the people’s right to be masters of the country through a standardized institutional framework, expands the institutional subject, institutional foundation and institutional efficiency of the people’s democracy in the whole process, and provides a powerful development momentum for the practice of people’s democracy in the whole process from the basic system.
